if you bought one but told the seller to use it to empty the internal explosive material out then its perfectly safe.

How long ago did this come up? I never saw that thread, there was a discussion a while back about the legality / safety issues of having an out of date flare in your car. I removed mine because it was rattling like mad and some pyromaniac may get the urge to set it off someday. If there were any issues with sending a flare in the post i would imagne the sender and not the reciever would be held liable.

Thread came up a couple of weeks ago. People commented on his for sale thread that it was a bad idea sending them through the mail and he threw his teddies out the cot and locked the thread. Your probably right though, I can't imagine you'd get any shit for recieving one in the mail, its the sending of them that is a bit naughty. Its not like you can stop anyone sending you a letter bomb! :p
