revving on its own???

had my new engine fitted running nice, till i noticed the water leak, which i noticed it coming from below the inlet,
so changed that for the one i had in the garage with the extra bolt hole, to stop the leak,
now it wont idle normally all over the place,
so i changed all sensors over to known good ones, which made no difference,

everything had been put back correctly

any ideas

Is it reving up and then goes down and then up again and so on, the pipe coming off the inlet into the rocker cover if thats off it'll do so?
