Haha, not necesarily, depends on the situation, the code was made with the intention of letting atc know quietly and secretly if need be that ure under threat, and also invade u get radio failure or they won't let you use the radio etc etc, and with that they'll immediatly divert you to an airfield capable of dealing with the situation and away from the public, but, yes, If it gets out of hand they will shoot u down to save more collateral damage, ie, twin towers
