wastegate stuck open

Gah! got my car back with a ct9 hybrid fitted, but the boost hadn't been set. Adjusted the actuator several times no problem, then tried once more - unhooked it, the wastegate flopped open, turned it a notch tighter, then tried to close the wastegate -it was completely stuck! tried to get it up for ages (ooh matron) before giving up, so now without boost. Is there any trick to fixing this or am I gonna have to take the bloody downpipe off?

ive had it stuck before it was the decat holding It had to undo the decat bolts and slide the decat off a bit to free it off
