Ive had this problem before too, only it was with the starlet, my braided hose had rubbed against the tyre at some point, no damage too the hose at all, it passed all the necessary tests to do with braking, failed it, i just fixed it and got the re-test done, iver never heard of them turning...

Would Have too suggest at your budget a 406 or a mondeo, they are probably the most reliable you'll get at that money, taxi driver beside us has a 406 with 450k miles on it and it never misses a beat.
