i have a problem with my throttle body sticking. i decided to investigate and found that the throttle butterfly is not making it self shut. what makes it shut? on my other car it feels spring loaded.

below is the pic of the steering wheel in question. i think i might be a Nardi one as the design is similar, but what car is it from because it doesn't look after market the pic is from a vti civic but im sure it's not the original, or am i wrong? thanks for your help guys and girls
