Disappointing Dyno result...?

I may be wrong but if the actuator was fubard, wouldnt his boost levels suffer? As he previously said his gauge was showing the full 13 psi???

Yea, I feel like the boost comes on real strong but after it gets over 9-10psi it really levels off and stops pulling, so I'm thinking there must be some leak. Not really sure about the actuator though, how would I check for that?
