Not necessarily, there is less restriction through the turbo as there is only 1 passage of air creating less turbulance. And if you join the wastegate exhaust pipe to the exhaust pipe you can actually help flow.

less gases entering the exhaust system, if it venting to atmosphere then its not going in the exhaust system.

well i have had both screamer plus plumb back into the exhaust and i notice no hp difference on the dyno. Seen a few other setups with no difference of either. The sound does give you a sense of going faster.
