It will not be much " on a budget" if the thing fail due to not changing strech type head bolts and need again a new gasket,skim,working hours,oil,coolant etc.
Isnt something that has to do with boost pressure applyed and if kept low.If it was we wouldnt bother change them on n/a cars either.
I am with you and i have seen a lot of people reusing them or other tighting them up more than specification cause it is the second time they use them and get away trouble free but this dosent mean it is the right method.
100% you need new one or asking for troubles.
