AVCR Solenoid Duty Issues

Hi lads,
my avcr is set to 1 kg/cm^2 in the Boost/Duty setting.
The Wastegate is equipped with a .4Bar spring .
The problem i have is that the Solenoid duty has to be almost maxed out just to get to 1 Kg/cm^2. Why would this be the case.

I have gotten rid of the HKS blow off valve and blanked it off incase a boost leak was caused by a faulty B.O.V.
Madman installed his solenoid to check if mine was at fault but it gave the same readings.

Would i be correct in saying solenoid duty should be at around 40% and not around the 80% region to achieve 1 Kg/cm^2 ? What could be at fault?

wrong wastegate spring, youre trying to more than double spring pressure by setting it to 1 bar(1 kg/cm), make it easier on the avcr by putting in a 0.8 bar spring

I think what you are saying is in line with Page 22 of the AVCR manual. (Bottom of Page).
So you think this is the problem?

When we tried to set the Boost Pressure to 1 Kg/cm^2 accurately, the boost would overshoot massively and then drop back to about .7
Is this also caused by the wastegate spring pressure being so low?

it suppose to be higher if running a external wastegate to an internal one don't know why but thats what it says in the book
