As a citizen the driver perhaps should have known better not to travel in such conditions, and with the weather warnings they cannot say they weren't informed/aware.

As for the guys who captured the video, they are not obliged to help in such a matter. In fact they have the choice to or not to help. In their case they did (apparently). Be it anyone else they'd say 'fuck that, far too risky to walk down to help let alone try'.
