Maybe it was set to compensate for the exhaust gas leak through the internal wastegate. You'll need to set it up again to determine whether the solenoid is actually working.
Check the AC/WG setting is set to WG, in the Boost menu select CH1, set AUTO/MANU to AUTO, SET to 0.8, GAIN to 15 and GRAPH SCALE to 1.0 or 1.5. Then check AUTO PEAK is set to ON and UNIT is set to bar. Finally make sure that CH1 is selected on the main screen.
Plumb the OUT port of the solenoid back to the top port of the wastegate and connect a T off the compressor outlet to feed both the IN port of the solenoid and the side port of the wastegate.
Then take the car for a run and see if boost levels off at around 0.8bar, if it does increase SET to 1.0 in the Boost menu and see if boost then peaks at 1.0bar. If that works then the EBC is OK and just needs some fine tuning, if the turbo still overboosts then the solenoid may be faulty.
