do you mean it is wound in so much you cant wind it any further, or do u mean that it is wound in enough that there is some tension on the wastegate?
the best way to do it is wind it out as far as it will go with there still tension on the wastegate, this will be the minimum boost you will get, but make sure there is tension on the wastegate or it will not be shut properly and will create serious lag. take it for a run and see what it is boosting, if you want more boost, pull the actuator arm off the wastegate and make a few clockwise turns on the arm, making the arm shorter and hook it on to the wastegate again, this time there should be even more tension on the wastegate, and so on until got get the boost you want, then put the circlip on.
