Probably was ARP fault i guess cause the bolt can easily withstand 60ft/lbs and a little bit more when internal pressure is applyed.
If you want you can download ARP catalog and at the first few pages they have all the snap circumstances so you can compare your bolt and find out what was your problem.

Just dont leave the head torqued with 9 bolts till the 10th is back to your hands and you will be fine. Was the first that snaped in the last time torquing?
