My rebuilt engine wont start, could it be timed wrong, how do u time a 4e?

Hi so its been a wile and lots has happened from I was last on here

so il cut a long story short, ive just rebuilt a standard glanza engine and it wont run, its turning over,getting spark to all 4 plugs,getting fuel in the chamber and is burning the fuel because when i turn the ignition it sounds like it wants to fire up and smoke comes out the exhaust.

Im now baffled, could it be timed wrong, anyone care to shed some light on how to time the cams and crank up as there are no markings that I can see of and the guy I bought the engine off hadnt marked it before stripping it :(

Or could it be something else

Theres a timing mark on the cam pulley, well behind it, line up the 4E mark with this mark. Theres a arrow/notch on the crank pulley and line that upto 0 on the lower cover.

I am pretty sure that the timing marks on the cams are not properly lined up, check the marks and line em up then she should start :)
