but you cant get into the tank without being inside the car to open the flap?
But people do drill holes in the bottom, maybe these would roll over the hole to stop it dripping out? Doubtful.
Im sure with a long screw driver you could prise the fuel cap open easily.
The balls are ment to be contained in/around the filler neck. Stopping someone putting a pipe down there but still allowing fuel to pass. Somehow the device has broken and the balls have made there way into the main part of the tank. Hence why the car hasn't always made the noise. Also explains why they are hard as they need to be resistant.
