LOL this is the randomest discovery ever I swear. My first thought was that they could be magnets, to magnetise the fuel...which gives it a better atomic structure, and thus increased economy/performance....but they usually put magnetic devices on the fuel lines, not floating around in the tank....and since you managed to smash one now, I'm not so sure....

Maybe some crackhead scumbag was fleaing the police and ditched his bag of 'quality shit' in the nearest vehicle thinking he'd return the next day and siphon them out (whilst also enjoyng the buzz of the petrol fumes)...
