Looking for ultimate handling ???

Coilovers - Set to -2deg camber
Rear ARB from whiteline, and set to maximum
Yokohama S-Drives.

I run this exact setup and the results are breath taking :)

On the staight end with street tires this is not a good setup...

LSD
front and rear strutbraces
floor bar
c-pillar bar

starlets handle very well when compared with cars of the same era :)

obviously there no match for modern cars, and when they got all the braces etc, a standard clio 172 will still outclass the starlet in terms of handling.

Starlets have potential to handle well. There is one that still comes to mind, but if you want an ultimate handling car i think you need to buy a different car. Starlets Chassis feels poor, and lack response. Obviously with alot of the "right" mods they can do well. I think you really need to know what your doing before you can make a starlet really competitive in the handling department.

Also i'd like to say when trying to make a car handle well it preference to suit driving styles. There isnt an exact way so its quite pointless telling someone what to do and how to set it up as you might drive it and really not feel comfortable. Handling is a really specific subject down to very fine details.

Fully seam weld your Chassis would be a nice start. Depends how far you want to go.
