I refer to your recent email regarding the NCT.
The Road Safety Authority has contracted Applus+ to take over the provision of the National Car Testing Service from 2010 to 2019. The new contract commenced on 4 January 2010. In the interests of road safety, a number of new testing items are being introduced from April 2010 and annual testing of vehicles over 10 years old is being introduced from June 2011.
The new NCT Regulations, S.I. No 567 of 2009 - Road Traffic (National Car Test) Regulations 2009, which came into force on 4 January 2010, have changed the previous arrangement relating to cars over 30 years old. Prior to 4 January, cars over 30 years old were exempt from testing. Since 4 January, cars registered prior to 1 January 1980 continue to be exempt from testing, however, cars registered on or after 1 January 1980 are subject to testing. Therefore, vehicles registered after 1 January 1980 will continue to be required to be tested even after they are 30 years old.
NCT is a preventative road safety measure that ensures vehicles, particularly older vehicles, using our roads are in sound working order. The NCT has been a key contributor to improving the roadworthiness of the national fleet.
When NCT testing was first introduced, less than 4% of vehicles passed the test at the first attempt. Since then the pass rate has risen steadily to almost 70% for cars which are four years old. However, the pass rate on the first attempt for cars 10 years and over deteriorates to just 33%. Older vehicles are also more likely to be involved in a collision. Almost half (47%) of collisions that occurred in 2007 involved vehicles that were nine years old or more. Almost half (45%) of serious injuries from collisions that occurred in 2007 involved vehicles that were 9 years old or more.
