I refer to your recent email regarding the NCT.

The Road Safety Authority has contracted Applus+ to take over the provision of the National Car Testing Service from 2010 to 2019. The new contract commenced on 4 January 2010. In the interests of road safety, a number of new testing items are being introduced from April 2010 and annual testing of vehicles over 10 years old is being introduced from June 2011.

The new NCT Regulations, S.I. No 567 of 2009 - Road Traffic (National Car Test) Regulations 2009, which came into force on 4 January 2010, have changed the previous arrangement relating to cars over 30 years old. Prior to 4 January, cars over 30 years old were exempt from testing. Since 4 January, cars registered prior to 1 January 1980 continue to be exempt from testing, however, cars registered on or after 1 January 1980 are subject to testing. Therefore, vehicles registered after 1 January 1980 will continue to be required to be tested even after they are 30 years old.

NCT is a preventative road safety measure that ensures vehicles, particularly older vehicles, using our roads are in sound working order. The NCT has been a key contributor to improving the roadworthiness of the national fleet.

When NCT testing was first introduced, less than 4% of vehicles passed the test at the first attempt. Since then the pass rate has risen steadily to almost 70% for cars which are four years old. However, the pass rate on the first attempt for cars 10 years and over deteriorates to just 33%. Older vehicles are also more likely to be involved in a collision. Almost half (47%) of collisions that occurred in 2007 involved vehicles that were nine years old or more. Almost half (45%) of serious injuries from collisions that occurred in 2007 involved vehicles that were 9 years old or more.

Its ashame he fails to mentions that 35% of the cars in Ireland are older than 9 years and if I could find the stats I'm sure the majority of owners would be <30.

exactly as Mr Gryzor has pointed out, he is playing with figures. I will be writing a response to him later today and also will be asking other political parties for their opinion on this.

It is exactly the dodging type of answer I expected and so you know both someone I know and I got the same canned response. There were a lot of people who sent an email from the sickireland.com website and so they all most certainly got the same email. It is a small step but I hope that it shows people how little the minister for transport cares about the people who elect the government of Ireland.

so because the car is 9 years or 10 years old it was at fault for the crashes, or is it more like most cars on the road are 9-10years old???? errrrrrr:mad:

Good Evening Minister,

Unfortunately your response has not clarified the matter of annual car testing which I raised in my previous email. I agree that the NCT should be used as a preventative safety measure however I have concerns that it is now being used as a tool to generate revenue.

Your use of statistics shows some of the picture but not all. In your own departments publication entitled "Irish bulletin of vehicle and driver statistics 2008" it states that 35% of the current Irish fleet were registered on or before 2000.

It is important that we recognise the fact that newer cars have better braking power, enhanced technology such as electronic stability control and traction control not to mention car manufacturers now use safety ratings as a major selling point. Many cars of 10 years and older do not have the same features of more modern automobiles, whilst it would be nice if they did, forcing owners of these vehicles to take a test once per year is not going to add enhanced safety features to the vehicle.

Now to address your statistical information in more detail. With reference to the publication I mentioned above 35% of the national fleet is 10 years or older. As you mentioned in your email 47% of collisions in 2007 involved a vehicle that was nine years or older. Given the proportion of older vehicles on the road coupled with the older safety technology I pointed out above it seems that on balance the incidence of collisions involving vehicles 9 years or older is proportionately correct. Similarly the figure of 45% which you quote for serious injuries resulting from collisions involving vehicles of 9 years or more is again not disproportionate given that 35% of the fleet is made up of cars that are of this age and the enhanced safety features available on newer cars do not exist on cars of 9 years or more, again an annual NCT will not change this fact.

I also notice the figures you are quoting are from 2007. I would like to point out that the NCT was not effectively enforced until recently and many vehicles were driving around without a valid NCT thus increasing the risk of these vehicles on the road. Now that the NCT is actually being enforced it means every car on the road must conform to a specific level of safety and functionality, regardless of age, that is the point of the test. You have not supplied any evidence to show that a vehicle of ten years old or more will deteriorate at a quicker pace once it passes its NCT then a car of a lesser age and as such testing certain cars annually is pointless, if you believe cars should be tested annually then all cars should be tested annually.

I believe the points I have raised above are simple and obvious and so I can only imagine you have considered them. With that in mind I can not understand why this government has decided to go down this route. With the neglected roads all over our country which inevitably lead to accidents it is very hard to believe that you have the publics safety at the heart of the decisions you make, if you did you would tackle the state of the roads which would actually make a difference, why do you choose not to tackle this issue?

As a motorist who pays substantial tax and drives a car which was registered in 1998 I believe you are simply after the revenue you will receive in the form of VRT on new cars. It appears that you are attempting to make it so difficult and inconvenient for me to keep my car by forcing me to attend an NCT centre, which at present can take up to 6 weeks to get an appointment, every year. Given the financial swamp your party has driven the country in to I would have assumed you would have been recommending fiscal restrain and not putting citizens in a position where they must put themselves in further debt to purchase a new car.

In closing I would be very interested to hear from you how many members of your party will be impacted by this annual NCT? As you have shared statistics in your previous email I presume you will not have an issue in sharing this information with me. I fear I already know the answer to this question.

As a side note I would also suggest reducing the size of your signature on your email, it takes up approximately the same area as the content of the email you sent me. A signature of this size could be construed by some people as an over-inflated sense of self importance.

I wrote a reply to the same letter and haven't received any response thus far and I don't expect to either. It was a blanket response written by some pleb working for the minister, not the minister himself which to me show a blatant disregard for the wishes of the people who elected him to represent them. This government no longer has the countries best interest at heart. They are only still in government to massage their own ego's, thinking if they get us out of this mess they will be hailed by all as the saviors of this great country. GET REAL!!! Everyone knows that as the saying goes "they are like the blind being lead by the blind". They hire "experts" to advise them as to what they should do, pay them a fortune to do so and then don't bother doing it. I will say this though, as much and all as I hate them for what they have done, I am now delighted that get got voted in at the last election because if the opposition had beaten then, this government would have done a Pontius Pilot and wiped their hands of all responsibility for this mess blaming the new Government for all this mess. The ONLY good thing to come from all this is that every week we get to see the smile wiped from one of their faces as the media reveals a new scandal and see them try to make excuses in vain. If it wasn't so depressing it would be funny
