Only ever seen it on a few cars myself, usually when the pipe from the rail to the regulator is a bit longer. Theory goes that the fuel pressure takes a second to get up in the rail which delays the start slightly, the longer the hose, the longer the delay. Haven't had any hassle on the last dozen I've done by keeping the hose as short as possible.

Some pressure should stay in the line once its primed. Get the car running, turn it off and then a second later start it again. If it starts right away then its the fuel line losing pressure. Have you got it plumber in correctly?

does sound like the rail is not staying primed. and having to wait for the pump to kick the fuel to the front..... fpr have a vac to adjust the pressure under boost, a line in from the tank and a return line to the tank. ass weejohn said all connect properly, haven't got the lines round the wrong way :/ just a idea. failing that check the seals on the rail make sure no leaks are present
