the plastic intake pipe is very restrictive mate, if you take it off and have a look you will see how small it reduces to in places, try a front mounted airfilter instead of the stock intake pipe,
also as people have said dyno results can vary wildly from place to place so i wouldnt worry to much, this coupled with the ever so slightly smaller boost pressure to the normal upgrade and the stock intake pipe could be the reason why it seems fairly low,
the graph seems quite smooth as well, by the sounds of it the guy doesnt really seem to know starlets that well, possibly try a dyno dynamics rolling road and see what happens.
