Regular 95RON unleaded shouldn't cause too much hassle on a stock 4EFTE in the short term. Over time it may lead to carbon deposits and add to gummed up piston rings but that's a whole other debate.
If the fuel quality is even lower (some places are 89RON for example) you would be actively trying to avoid knock (google engine knock and detonation). Cooling the mixture is a good way of doing this so a front mount intercooler is worth the extra expense. The extra midrange power is worth the extra expense on it's own too so pretty much a no-brainer.
As for buying replacement parts try to stick to genuine Toyota. The non-genuine stuff is possibly half the price but can last a quarter of the distance. Buying cheap using means buying thrice. This is especially true when it comes to gaskets and seals.
