We are all fucked, 2012 mot changes

I was talking to someone about this today, these are proposed changes and are not set in stone yet in centers, but they want them in....

There are to be some changes to the MOT test from 1st January 2012 which are being introduced in response to European Commission Directive 2010/48/EU of the 5th July 2010 and which will effect those with aftermarket HID headlights and remapped ECUs:

4.1.4 Compliance with requirements:
(a) Lamp, emitted colour, position or intensity not in accordance with the requirements
(b) Products on lens or light source which obviously reduce light intensity or change emitted colour
(c) Light source and lamp not compatible

4.1.5. Levelling devices (where mandatory):
(a) Device not operating.
(b) Manual device cannot be operated from driver’s seat.

4.1.6 Headlamp cleaning device (where mandatory):
Device not operating.

For anyone with a remap, section 6.1.9 may be relevant.

6.1.9 Engine performance:
(a) Control unit illegal modified.
(b) Illegal engine modification.

(by 'illegal', it is assumed that they mean changed/programmed differently from OEM specifications)

There will also be a new check on the general condition of the wiring:

4.11. Electrical wiring
(a) Wiring insecure or not adequately secured.
(b) Wiring deteriorated.
(c) Damaged or deteriorated insulation

and on the function of airbag and seat belt pre-tensioner systems:

7.1.4. Safety belt Pre-tensioners:
Pre-tensioner obviously missing or not suitable with the vehicle.

7.1.5. Airbag:
(a) Airbags obviously missing or not suitable with the vehicle.
(b) Airbag obviously non-operative.

7.1.6. SRS Systems:
SRS MIL indicates any kind of failure of the system.

I dont know how they would detect a remapped ECU in a non Toyota case, but it looks like they are not going to pass a standalone or piggyback anyway.

How are they gonna prove a car has an aftermarket ECU? Some are hidden away, and by right MOT testers arent allowed to dismantle a car during a test are they?

what about factory cars that dont have seatbelts and only run harrness's surly they cant fail them because if its not there theres nothing for them to test like the seat belt tensioners.

I made the arguments that everyone else will today as well, but I decided to have a look myself to see what it really says. Its more the engine performance mods bit I am worried about, any tubular manifold stands out a mile on a Starlet.

illegal engine mods , if its declared to insurance why is it illegal

Has to be something different for imports and also should depend on age. But one thing for sure, those with HID lights will be fucked as the police will be able to see it at night and fine on the spot as the vehicle shouldn't be on the road - as it is 100% MOT fail!

They won't dismantle anything all they will do I assume is to have a diagnosis tool to plug in and when plugged in - they should be able to tell if it has an aftermarket ECU or not. Probably Engine mods could be a problem, but don't see a problem with front mount for example as it has to have an intercooler for being a turbo car. Also would be very interesting to see what they will say about our cars as they're not UK made. But those UK made, surely will have pain in the ass, Civics for example....

It's all getting there anyway as they want to increase new car sales so people could spend more money and pay VAT on that - that's what they want.

but a lot of the remaps actually improve the emissions of the car over standard as it will be mapped to the car rather than the stock map which has alot wider tolerances generally as it has to cover a broader spread of differences.

they always think of hair brained schemes, very few make it through!

most of the time these new rules only apply to newer cars anyway. it is very hard to impose new rules on cars made under old rules. you can hardly expect a 20 year old car to be up to the safety standard of a 5 year old car for example.

Time will tell, but you've all contributed as to why this shouldn't go ahead.
I feel like that it will just lend people to not getting MOT's, driving around illegally, many people do these days with insurance, so insurance and MOT's are gonna be under fire!

i think some of the problem is the fines for no insurance and/or MOT are too small. a friend of a friend hadnt insured, MOT'd or taxed his car for about 5 or 6 years. one year he didnt have the money to do it and then just left it after.
he got caught eventually and was fined £300 and some points on his licence. if you think of the amount he saved over those 5-6 years it is worth the risk in some peoples eyes.

as normal with these rules, it only affects the law abiders among us who like to have a bit of fun :(

Agree with you Dunc, the fines us law abiding citizens get is far worse than those who don't obey the law at all! We end up suffering while other people run around free will, whilst we take the extra cost and punishment for it.
 
Will this be the same for angel eyes etc? hids just look the same as modern car lights that come standard on alot of newer cars. To b honest mine ent even that bright just a Whiter light instead of the more yellow light. All sounds like rumours to me, Neva thought remapin n engine tunin would effect mot

However, as we know changes to standards will not affect all vehicles at all times, indeed Directive 2010/48/EU that introduces new test standards for modern vehicle technology will apply to only newer vehicles. This impact will depend on vehicle type, operating procedures etc.

From January 2012 a big overhaul of the MOT test will be implemented. The overhaul, which was announced by the Vehicle and Operator Services Agency, comes as the Government considers delaying the first MOT test until a car is four years old and extending the interval between inspections from one year to two. The tougher rules are being brought in to comply with EU requirements aimed at ensuring that the testing regime covers the latest innovations.

The new checks will include inspecting a series of dashboard warning lights telling drivers if there is a problem with their airbags, tyre pressures, power steering and main headlight beam. Power steering will be subject to inspection with the MOT demanding a minimum level of fluid. Anti lock brakes and electronic stability control systems will also be checked.

The new checks will also ensure the new generation powerful headlights do not dazzle oncoming motorists.

An AA spokesman said “the test is being brought in to make sure that all this new technology works properly, it means if you buy a nearly new car you will have to double check that all the warning lights are working properly, or you could be left with a hefty bill. The upside is that if you buy a car with an MOT you will know that these things have been tested properly.”

by the looks of it this refers to new cars not old cars if u see my post yesterday about my car passing it mot on emissions they have transition periods while changes take place so certain so if your car was made such a date its exempt etc as our cars are imports not from the eu cetain rules do not apply to us but my car is having it mot this week before the changes take place so i will be quizzing the mot tester on the new rules for next year and as said above too many company will go out of business tuners aftermarket parts makers etc not wot the economy needs right now

Calm down calm down its no as bad as it says there lol
I'm a mot tester and from January is only going to advisory items
There not bringing it in till April lol
There not going to be able to tell of the ecu has been modified and the wiring part is to do with the abs system
Also if the car is ment to be fitted with a cat and has been removed it will prob fail I will scan the latest notices Ive got at work and up load them they shoul help
Out a bit lol
Remember it will all be down to the tester a lot of this will be is it a fail or is it pass and advise lol
