Would be good to know what spec Starlet you have come from and whether you are looking to buy a stock EK9.
Personally, I've never driven an EK9, but used to own a DC2 Si (i like to call it the 'comfort version' of the Type-R
). Cracking car, just a bit guttless unless you absolutely ring it's neck to within an inch of it's life, trust me doing that draws a lot of attention that most of the time is a little unwanted.
Stock vs stock, there is no real comparison as they are different cars with different setups, but with these type of 'sporty' Japanese hatchbacks it's rare to find one that is completely (I mean bone stock) standard.
It really depends what makes you happy, for me it's plenty of torque on demand and torque that comes from the engine rather than being 'amplified' by the transmission. The Starlet allows me to just put my foot down and go, the Teg would involve banging down a couple of gears and then roaring off down down the road. Reliability wise, your more likely to get problems with a turbocharged engine as your forcing it to do something that is not natural for the engine, an N/A lump well maintained will sing along quite happily for the duration of it's life.
It's down to you matey, but one thing you can be sure of is if you do buy a Type-R of some sort and as long as it's not a complete turd, your not going to be thinking you've borrowed your Nan's car.
